인공지능안전연구소는 AI 위험과 AI 안전 분야의 주요 이슈를 국내외 전문가와 함께 논의하고 중장기 연구 아젠다를 발굴하기 위하여 「2026 AI 안전 정책 연구 세미나 시리즈」를 운영하고 있습니다.
그 두 번째 결과로 인공지능안전연구소와 국가보안기술연구소(NSR)가 공동 개최한 제2차 세미나 「AI 안전·안보 정책 연구(AI Safety and Security Policy Research)」의 자료집을 공개합니다.

AI 기술의 급속한 발전과 함께 AI가 국가안보에 미치는 영향이 확대되면서, 프론티어 AI가 초래할 수 있는 위험에 대한 선제적 대응과 국가 차원의 정책 논의의 중요성이 커지고 있습니다. 이에 인공지능안전연구소와 국가보안기술연구소는 AI 안전과 국가안보를 연계한 정책·기술적 대응 방안을 함께 논의하고 국가 AI 안전 거버넌스와 협력 기반을 강화하기 위하여 이번 세미나를 공동 개최하였습니다.
개회식에서는 인공지능안전연구소 김명주 소장의 개회사와 국가보안기술연구소 오형근 부소장의 환영사가 있었습니다.
1부 「프론티어 AI 시대의 AI 안전관리 체계와 위험 대응 전략」에서는 인공지능안전연구소 연구진이 프론티어 AI 위험 분석과 정책 대응, 한국형 국가안보 벤치마크 연구 방향(ROK-FORTRESS), AI 기본법 제32조에 근거한 프론티어 AI 안전성 확보 의무를 주제로 발표하였습니다.
2부 「국가안보 관점의 AI 정책 발전 방향」에서는 상명대학교 유지연 교수와 국가보안기술연구소 연구진이 AI 기반 국가안보 위협의 새로운 양상, 국가안보 목적 AI 관련 제도의 현재와 미래, AI 공격의 실체와 대응 방안을 주제로 발표하였습니다.
이어진 토론은 국가인공지능전략위원회 보안 특별위원회 이원태 위원장의 진행으로 이루어졌습니다.

The Korea AI Safety Institute (Korea AISI) runs the 2026 AI Safety Policy Research Seminar Series to discuss key issues in AI risk and AI safety with domestic and international experts and to identify medium- and long-term research agendas. As the second installment, we are pleased to share the proceedings of the second seminar, "AI Safety and Security Policy Research," jointly organized by Korea AISI and the National Security Research Institute (NSR).
The second seminar was held on June 23, 2026, at El Tower. As the impact of AI on national security grows, so does the importance of proactive responses to the risks posed by frontier AI and of national-level policy discussions. Korea AISI and NSR jointly organized the seminar to discuss policy and technical approaches that integrate AI safety and national security and to strengthen national AI safety governance and collaborative partnerships.
The first session, "AI Safety Management Frameworks and Risk Response Strategies in the Era of Frontier AI," featured presentations by Korea AISI researchers on frontier AI risk analysis and policy responses, the direction of Korea's national security benchmark (ROK-FORTRESS), and safety obligations for frontier AI under Article 32 of the Framework Act on Artificial Intelligence.
The second session, "Directions for AI Policy from a National Security Perspective," featured presentations by Professor Yoo Ji-yeon (Sangmyung University) and NSR researchers on emerging AI-enabled national security threats, the present and future of AI-related institutions for national security purposes, and the nature of AI attacks and response strategies.
The seminar concluded with a panel discussion moderated by Lee Won-tae, Chair of the Security Subcommittee of the National AI Strategy Committee.
